Description:

  - [all      ] - fixed HRPC timer malfunction under Vista/7 with no /USEPMTIMER option;
  - [RTP Conf ] - CELT codec added to Conf RTP Client (works at 32000 only);
  - [RTP IP   ] - vcIPDuplex sample fixed, was broken in last release;
  - [RTP Conf ] - clients with wrong password will no longer be notified via OnClientConnect() event;
  - [RTP IP   ] - minor fix in vcIPCustomCodec sample;
  - [CELT     ] - fixed re-entry MT issue, now it could be used for multiply streams in one application;
